Tenders, Governance & Business Planning

Effective governance in aviation and other high-consequence environments requires more than documented frameworks. It requires clear accountability, disciplined oversight rhythms, reliable risk information, and decision processes that withstand regulatory, commercial, and stakeholder scrutiny. We assess governance not only against formal structures, but against how risk is identified, escalated, and managed in practice. Tenders & Major Contracts

We stand in the shoes of the Evaluator

Strategic Air provides tender and contract support with a clear understanding of how submissions are read, tested and scored by evaluation teams. We write from the evaluator’s side of the table — structuring responses against the requirement set, linking every claim to evidence, and making submissions easy to assess, compare and defend through governance and probity review. From tender strategy and compliance matrices through to contract departures, pricing support and implementation planning, we help clients present offers that are credible, structured and built for evaluation. This wording is grounded in Strategic Air’s recent tender drafting materials, which emphasise requirement-by-requirement mapping, evidence pointers, compliance matrices, departures schedules, evaluator usability, and packaging the submission in a way that makes evaluation easy for the evaluation panel.

Implementation Plans

Strategic Air develops implementation plans for tender submissions that are clear, structured and evaluation-ready. Our plans set out the transition approach, governance and reporting model, contractual obligations, mobilisation activities, Day 1 readiness, early-phase actions, milestones, dependencies and embedded controls so clients can show not just what they will deliver, but how they will stand the service up in practice. We write with evaluation in mind — linking narrative to evidence, aligning content to the requirement set, and producing submission documents that are practical, defensible and easy to assess.

Service Delivery & Operational Readiness Plans

Strategic Air develops service delivery and operational readiness plans that turn contract requirements into a clear, workable operating model. Our plans define governance, reporting lines, mobilisation actions, readiness checks, milestones, dependencies and control measures so clients can demonstrate not only what they will deliver, but how the service will stand up in practice from Day 1. We write with implementation in mind — structuring plans around practical delivery, accountable roles, evidence-backed controls and clear review points that support a smooth transition into operations.

Governance

Governance, Leadership & Culture

We review how boards and leaders set direction, maintain control, and shape the culture that drives day-to-day performance. Our focus is on decision rights, reporting quality, risk appetite alignment, and assurance coverage—whether leaders have clear visibility of material risks, whether critical controls are independently tested, and whether performance information supports confident, defensible decision-making.

Corporate Reviews

The Denison Organisational Culture Model provides a practical way to assess and strengthen the cultural drivers that sit behind safety performance and operational reliability. Adapted to aviation and other high-consequence environments, it helps organisations understand how mission clarity, consistency of standards, workforce involvement, and adaptability under pressure combine to create resilient, effective teams.

Used well, the model supports targeted action—aligning leadership behaviours, decision rights, training, reporting, and assurance activities—so culture is not “values on a wall” but a measurable capability. The outcome is a workforce that is engaged, disciplined, and able to respond to changing operational demands while maintaining strong safety and compliance performance.

Business Planning

Strategic Planning & Operational Readiness

Strategic Air develops business continuity plans, implementation plans, service delivery plans and operating model reviews that are clear, structured and delivery-focused. We help clients define governance, responsibilities, milestones, dependencies and assurance frameworks so complex programs can move from concept to operational readiness with confidence. Our work is grounded in practical implementation — building plans and operating models that are usable in practice, supported by clear accountabilities, controlled change processes, evidence traceability and review mechanisms that stand up to operational and regulatory scrutiny. Strategic Air’s internal work product consistently emphasises governance arrangements, role clarity, milestones, dependencies, assurance, change control, and evidence traceability as core design features of implementation and operational-readiness documentation.

Asia-Pacific Business Analysis for Rotax

Strategic Air was engaged by Bert Flood Imports to undertake an independent market and service network strategy review focused on Rotax aviation engines across Australia, New Zealand, Papua New Guinea, and selected Southeast Asian markets.

The brief was commercially pragmatic: provide a clear, evidence-based view of market size, demand drivers, training and operational activity, and the effectiveness of the existing service and support footprint. The objective was to inform future investment, inventory placement, and network development decisions, while clearly identifying risks, constraints, and confidence levels in the available data.

Our work combined multiple data sources, including aircraft registers, training and operational activity, maintenance and overhaul footprints, and regional aviation characteristics. Rather than relying on a single dataset, we triangulated evidence to produce a defensible market picture and explicitly documented assumptions and limitations so decision-makers could understand where certainty was strong and where judgement was required.

The review delivered a structured assessment of current and emerging demand, geographic clustering, service coverage gaps, and priority growth areas. Practical recommendations were provided on inventory positioning, service network optimisation, and partnership opportunities, aligned to real operational and regulatory conditions rather than theoretical market models.

The outcome was a decision-grade strategy document, written for senior management, that reduced uncertainty, clarified priorities, and provided a clear roadmap for strengthening Rotax engine support across the region.

How We Can Support You

Governance Reviews

Independent reviews of board and executive governance for aviation and high-consequence operations. We assess decision rights, accountabilities, committee effectiveness, reporting quality, and risk oversight cadence. Deliverables include a prioritised uplift plan, board-ready recommendations, and practical templates for governance rhythms and reporting.

Organisational Culture

We design risk and assurance frameworks that connect hazards, controls, assurance activities and reporting. This includes risk appetite alignment, control mapping, KPI/KRI design, and a workable assurance plan (internal, external, and contractor). Outputs are built for decision-useful oversight—not compliance theatre.

Tender & Contract Governance

This includes risk appetite alignment, control mapping, KPI/KRI design, and a workable assurance plan (internal, external, and contractor). Outputs are built for decision-useful oversight—not compliance theatre.

Operating Model Reviews

Clear operating models and accountabilities for regulated environments. We review organisational design, role clarity, delegations, and interfaces between operations, safety, quality and corporate functions. Outputs include an accountability map, governance/committee alignment, and recommended adjustments to strengthen oversight and execution.

Key Personnel

Targeted support for accountable and key roles where governance and operational risk intersect. We assist with role descriptions, capability requirements, onboarding priorities, and governance responsibilities (including board/committee reporting expectations). Where needed, we provide independent advisory input to selection, readiness, and performance frameworks.
